The I.U.F. issues a new level Security Pass every time you sneeze, break wind, or burp. 

Well not really but you get a new pass as each of the Umpani Quests are completed or when you stumble upon an Umpani in need of an escort home. Each Card is listed below in the order received with the Artifact Skill needed to identify it and who issues the pass.
