Q: How do I get to the treasure chests in the room near Ferro?

You will never actually get into the Royal Treasury and open those chests. There is however a way to access 3 items from these chests. Use the Quest Index and select Rapax Quests either the general or spoiler sections for information on how to gain the items. It is under the heading "Rob the Royal Treasury".
